In an analysis published yesterday, Anthony Reuben, head of statistics for BBC News, cautioned against accepting Gaza casualty figures at face value.

Working from figures from the United Nations, Reuben observes:

The IDF initiated Operation Protective Edge to put an end to the terror attacks emanating from Gaza. In the three weeks leading up to July 8, terrorists fired 250 rockets capable of reaching Israel’s largest population centers and endangering 3.5 million Israeli lives.

The operation, which began on July 8, is ongoing at time of writing.

Its goal, as set by Prime Minister Benjamin Netanyahu, is to attain sustain quiet for the citizens of Israel and undermine Hamas’s terrorist capacity. The focus of the ground offensive, which began late on the night of July 17, has been to counter the rocket launchers of Hamas and other terrorist groups, and to tackle the network of tunnels dug by Hamas from Gaza under the border with Israel.

I want to thank all of you for coming to Washington today to express your solidarity with Israel at this critical time.  From the beginning of Operation Protective Edge, Israel has made clear that its goal is sustained quiet for the people of Israel. Prime Minister Netanyahu’s attempts to deescalate the situation before the operation began by saying “quiet would be met with quiet” were unfortunately met with over one hundred rockets fired by Hamas.
